The problem is this: on the one hand, Italian law says that to stick a needle in someone, or to make a diagnosis, you have to be a doctor. On the other hand, being part of the European Community, some one who can practise in Ireland or the UK, where you don't have to be a doctor to do acupuncture, should be able to practise in Italy, thanks to the freedom of movement of professions guaranteed by the European Constitution.
