Does anyone know whether it is possible for someone who qualified in ireland to practise acupuncture in Italy?

The problem is this: on the one hand, Italian law says that to stick a needle in someone, or to make a diagnosis, you have to be a doctor. On the other hand, being part of the European Community, some one who can practise in Ireland or the UK, where you don't have to be a doctor to do acupuncture, should be able to practise in Italy, thanks to the freedom of movement of professions guaranteed by the European Constitution.

If no one has an answer, does anyone have an idea where I can find out a solution to this dilemma?

There is no standard for clinical notes and format for TCM practice in Europe.
